The 65 Assembly Manual Instructions Suggests:
1. Load the idler pully until a belt tension 0f 80 +/- 10 lbs. is obtained.
2. Crank the engine for approximately 6 seconds to seat belt in pulleys.
3. Torque idler pulley to adjustment bolts to specified toque & remove idler pulley load.
4. If belt strand tension is below 65 lbs. after all normal engine running has been completed, retension the belt as required.
Belt Guides should be adjusted for 0.06 clearance after belt is tensioned.

The Tech Guide Says
Belt Tension
There should be a ⅜″ deflection with a 15 pound load between
the idler and the fan. The book calls for 55 pounds if you have
a strand tension gauge. You can barely turn the alternator fan
with your thumb when correctly tensioned. Tension should be
checked after a break-in period.
I have had good luck when the belt is tight enough that it takes significant effort to push the top of the alternator fan forward, towards the front of the car with my thumb.
