<VV> rustproofing a '64 convertible

Regarding rust, NO. Don't do that. Open up holes where they should be, thoroughly clean all void spaces, rustproof with the chemicals that neutralize rust then coat, leaving drainage holes open for yearly flushing. Underneath, clean. De-rust, paint -POR 15 is your friend (properly handled), caulking is good. Paint with primer that sticks to POR 15 then with color coat if different.
Heater. Compare an early model EM that had gas heaters to your 64 (your 63). Side by side if you can. Adapt. Shouldn't be too hard. Remember odd ball things like the fuel line Tee. Different wiring under dash, etc.

Well, you’ll have to modify the ‘64 to install a gas heater as it was never an option for that year and most likely does not have the correct trunk configuration for easy installation. 

As for sealing the rockers and filling them with liquid rust proofer, it sounds like a bad idea to have liquid sloshing around in the rockers.

     Anyhow, my question is this:  In order to keep the rockers of the '64 from ending up like the '63's, I decided to weld shut all the heater access holes when the car is painted and add to the rocker areas a couple gallons each of my homemade rust-proofing solution to live in there forever and ever.  As for heat, when needed, i'm going to install the gas heater I have in the '63.  So, has anyone ever done this?  If so, any pitfalls or problems?  Any thoughts and opinions welcome.  Thanks.
