Center punch it hard , get a dremel tool with 2 carbide or fiber reinforced 
 disks . cut a good straight center slot (even if it touches the block a 
little)  Then warm it , turn it carefully (start backwards to see if it moves 
at all) it  may wind right out if not bottomed out.The punch was mainly to 
try to loosen the  bolt.
If no move , drill with left drill , start with size @ half what you really 
 need , (pray for good center!) then work to tap size. Do not go any deeper 
than  needed (tell by feel of drill).
Good luck , this has saved a lot of grief for me over the years.
