I made a tool from a short piece of whatever the appropriate diameter PVC 
conduit.  Cut a big opening in the side for access.  Put the tool on and use 
the original nut and washer to press down on the bearing.  Reach in with 
awl, small screwdriver, knife blade, etc. through the side of the tool to 
pop the ring off.

A small awl is the tool I've used to get that blasted ring out.  Perhaps 
someone has a better option?

  Put the nut back on the shaft and grab with locking pliers... Pull UP  on 
shaft.... makes it easy both ways!
