<VV> Parking Lites on with headlights

It's just a wiring change.  Look at the wiring schematics for d1966 and 67.  They added an extra wire.  the old wire is still there and can be used for driving lights.

DRL are not running lights on with headlamps. This was a federal change 
back in 1967/8, long before DRLs became popular.
