Hard to find now (13") but if you can find flaps , that is best way. If not 
 , a few turns of tough duct type tape should be used over the nipples in 
the  rim. I have been away from the shop 25 years , but there used to be a 
tube  listed for use in radial tires that had lines on the surface to control 
movement  against the tires.
Definitely use tubes in wire wheels.
