<VV> Unusual Electrical Problem

I have a 1966 PG Coupe with factory air conditioning that is experiencing an unusual electrical issue.  The ignition switch will not control (shut off) the air conditioning fan or the radio when the switch is in the "off" position.  In addition, the all power has been lost at the fuse block for the windshield wiper/washer (the last position on the block).  I have tested the fuse block with a VOM and found voltage at the top and bottom of each fuse, all have power regardless of switch position, except for the wiper/washer switch.  Any thoughts will be appreciated.
