<VV> Dual Master Brake Cylinder

Reid, you may have only one half of the cylinder working in addition to other issues.  Do you have the shop manual or a good brake manual for brakes of the period.  Assuming the problem is just the master cylinder, I'd recommend that you rebuild it and be sure the two internal pistons are properly installed within the cylinder.
