I don't believe there is power to either side (safety or backup) of that
switch unless the ignition is on. It is one of the few switches that can't
be a cause of a battery drain. By the way, the switch is under the dash but
not under the whole car.
Lots of places can cause a battery drain, requires some diagnostic work to
find it.

Corvairs don't have a "p". Will only start in neutral.
