<VV> starter switch gremlin

Lights still on with the switch pulled?  If so, short somewhere else.  If 
not, problem in the switch.

  What does it mean when the key is out of the ignition 1966 PG, but the two 
warning lights are on bright red regardless of key position. Also the switch 
wont engage the starter.
Any position with the key on still shows both lights on. I know power is 
being sent to stuff, because my electric oil press gauge and the voltmeter 
work. Key in or out.
  Switch pulled and no corroded connections noted.
