Absolutely true.  You must turn both bolts equally.  Do not trust  the 
torque to judge the equality between the bolts because there may be some  crap 
in one of the bolt holes that causes more resistance.  Also, tighten  both 
bolts moderately and tap the balancer to dislodge it.  If it doesn't  come 
loose, tighten a little more.  If it seems that you are tightening too  much, 
don't force it.

tightening the bolts evenly goes a long way  to helping with this. Chances 
are only one bolt was used...
