<VV> Excessive oil pressure at oil filter

Had friend call me to look at an oil problem on his Vair. Oil was sprayed all over the engine bay and investigation showed a new Clarks oil filter cocked to one side and the seal as sticking out. Appears that the pressure relief has stuck. 
Any one had this problem in the past?  Lots of work ahead.
