As Bryan is a veteran and the car is fine both on and off throttle, and just surges at steady throttle I'd suggest you check your linkage under the car. The nylon and spoked rubber pieces are almost 50 years old. If the linkage has too much play then normal drive train movement will be able to cause a surging engine. Been there twice with two of my cars.
