<VV> Surging at cruise

I've heard this can be caused by the power enrichment circuit. Perhaps the needle valve is too light and opening up before it should. There is a Rochester carb retiree in our area that worked on this circuit when it was introduced that mentioned this potential problem. He said since those needle valves are very light, it is a delicate balance to get them to open at the right load.
