I'm with Frank on this one. In order to avoid the liability of setting off
an explosion in somebody's face while they are driving, the car makers took
tons of precautions in their implementation of the airbags, with
interlocks, timers, different sensors for every application. Could you mount that
Grand Cherokee wheel onto a Corvair column? Probably. Should you? - I suggest
you spend the money and effort on an easy-to-use three point harness.
Remember that airbags came about because folks were too lazy (or some other
equally worthless reason) to put on the supplied belts/harnesses. I must
admit, the explosive bag living 15-20 inches away from my chest convinces me
that I need to put on that harness. If only to lessen the impact.

There are a lot of sensors (3 minimum) for the normal steering wheel air
bag, and they are calibrated to the impact resistance (foldability?) of the
frame rails they mount upon. Plus the "computer" to decide when to fire the
air bag, sometimes this is the same box as the center sensor in the tunnel
area.
There was a one year no electronics air bag that could be retrofitted to a
non-airbag car. I think it was the 1995 Jeep Grand Cherokee. It was a quick
effort by Chrysler to get an air bag into a non air bag platform. The
following year they had enough time to get the electronic system installed.
The squib was set off by a spring loaded ball bearing. Now, how to adapt a
1995 Jeep Grand Cherokee steering when to a 64 column? Good luck!
