Are you sure that you have the pushrod properly bottomed?  That is, is the
rod in the dimple in the center/bottom of the lifter?  Sometimes they hang
up on the side of the lifter or the wire clip that holds it together.  And
are you sure that the guide plate was installed the right way around?

If those are all ok, then either the lifter is stuck or it's not adjusted
right.  (There's a lot of discussion back and forth regarding adjusting
hot/cold/whatever -- as long as the adjustment is centered in the range of
the lifter, it really doesn't matter IMHO.  I've done both.)
