<VV> Trunk splatter paint question

Rod,When that has happened to me in the past it was the result of left over degreaser in seams and other crevices. I ended up "drying" the soft spots with paper towels pushed into the soft paint areas until the towels stopped showing an oily residue. Then touched up with Rustoleum paint. At least 99% came out OK.

Two weeks ago I cleaned, degreased, and re-painted my trunk. Final prep step was pre-spraying over rust areas w a hammerite rust cap primer. Added the splatter when I thought that was dry. Final appearance looks nice however a few seam areas remain tacky despite ample drying time - I've even hit these areas this weekend w a portable garage light that kicks out lots of heat in an attempt to bake it dry. No such result.
Any thoughts or suggestions?
