<VV> Trunk splatter paint question

Two weeks ago I cleaned, degreased, and re-painted my trunk. Final prep step was pre-spraying over rust areas w a hammerite rust cap primer.  Added the splatter when I thought that was dry. Final appearance looks nice however a few seam areas remain tacky despite ample drying time - I've even hit these areas this weekend w a portable garage light that kicks out lots of heat in an attempt to bake it dry. No such result.

Any thoughts or suggestions?
