<VV> Flooding Carter YH Carburetor

I'm having trouble getting my rebuilt turbo engine to run -- it will
start but won't idle and fuel is spilling out of the top of the
carburetor. I have an Airtex low pressure electric fuel pump which is
producing a constant 3 PSI at the output of the fuel filter. The float
level on the YH is set at 11/32 inch at the center of the float and I
have a Clark's steel ball inlet valve installed. After priming the
carburetor I immediately pulled off the float bowl cover and the fuel
level is 5/8 - 3/4 inch below the top of the bowl, well above the top of
the baffle. This would put the fuel level even with the top of the
float when installed. And, no, the float is not leaking -- it is empty.

I've gone through the carb using Bob Helt's YH book as a guide but find
it difficult to get the float level set. I think it's impossible to
keep the float level adjustment tab pretty much perpendicular to the
inlet needle (or ball in my case) and keep the float parallel to the
bowl cover while trying to get a 3/4 inch gap between the float and the
bowl cover gasket surface.

I have a Holley low pressure fuel pressure regulator that I haven't
installed which I may install and try to reduce the pressure to 2 or 2
1/2 PSI.

I'm getting so frustrated with this that I've started thinking about
pulling the turbo off and installing 2 Rochester HV's. I do realize
that this would involve a lot of other stuff but I've dealt with
non-turbo LM's since 1966 (110's only) and I always felt comfortable
with them.

I would appreciate any suggestions any of you may have regarding setting
the float. I'm pretty sure I don't have any vacuum leaks -- I just went
through the whole setup from exhaust logs to the intake cross-over.
