I would say it's more likely the chargers are junk. If the batteries are dead you will probably have to use an old manual transformer style charger to get the up before the electronic one will work.
I use Battery Minders. Either 12112 or 12117. I've had 4 of my 12112 models for over 15 years. They work really well but won't charge a dead or very low battery for whatever reason. They have an automatic desulfation cycle built in and I've read about people that claim they have had motorcycle batteries last 10 years that are left connected to these. I've used them to revive batteries that didn't have any capacity. The 12117 is basically the same thing but it's a little bigger for some reason and only comes with spring clamps. The 12112 also comes with a ring terminal pig tail.
I bought some 12117s from Northern tool earlier this year for $19.95 each. I think full retail is about $65.
I've never used a Battery Tender but I know people that swear by them. They don't have the desulfation feature as far as I know.
