<VV> 1965 180 Question

I've got a 1965 180 which I'm having an issue with and I need some
advice.

>From about 3k - 4k rpm, the engine starts coughing and has a
difficult time
gaining speed.  This happens in every gear and if I can get
beyond 4k, the
acceleration picks up again in most cases.

 What turbo boost are you seeing when this happens?  And what does your Tach needle do?  Steady or jerky?
