Sure sounds like moisture in the gasoline......... on the offending carb [ that runs better when you spray cleaner in ] remove the idle MIXTURE SCREW and blow low pressure air in... then replace / rest I/M screw...
If it was doing just the opposite, not running well at higher rpm.... then we would tell you to rev the engine and put your hand over the carb..... thereby helping to clean out the Mainjet.

ps the rubber gaskets on top will not hurt anything if pieces fall into carb throats. One on each side this time!!! ggg
