James,
Every pre-packaged type I'm familiar with could be used only one way because of how they are built, not the filter media. There is usually a mechanical stiffener downwind to keep the optimal filter shape and often there are coatings on one side (such as electrostatic etc.) that determine flow. Most media can flow equally well both ways I'm told by HVAC people, but every packaged filter used in properties I've managed were one way because if their construction and not the filter media material.

Air cleaners normally flow air from the outside in. Do they also flow air
equally well from the inside out? Anybody have any experience or data about
this?
