The concern at the time was Soviet bombers would use commercial radio signals as navigations aid, ie, allow them to home in on the major target cities. Hence, in the event of an attack threat, all stations save for the two CONELRAD frequencies would shut down. After the initial attack, some stations would be allowed back on the air primarily for local news updates, guidance, etc, but they were to operate at seriously reduced signal power and at varying times.
Now, how many out there remember those periodic tests of the emergency broadcast system which all stations ran periodically, complete with that really cool alert tone that made the hair stand up on the back of your head? Ah, the good old days of the Cold War...MK
