<VV> Idle Surging Problem

Looking for some troubleshooting tips on how to fix an idle surging problem on a 1965 180 Corsa Turbo. Rebuilt the carb, rebuilt the turbo,  all new exhaust system, no vacuum leaks, throttle linkage is set right, new accelerator pump, new fuel pump, tried three different sets of jets and modulators (back to stock now), float settings have been changed three times and now back to stock setting. Timing is fine. Any ideas? Most people are telling me it needs a new carb.
