<VV> Gas gauge goes to full when key is turned to off?

It measures accurately but when the keys off, it goes to full. WHY?

 obviously the wiring in your car is wrong... and you are switching the Sender lead.... when it opens...  gauge sees infinity [ 90+ ohms and reads full. ]
