Yes, that does look like an FM dial. Begs the question whether GM ever offered an FM radio for earlies. Last I heard from Dave Newell on the question the answer was no. There's some speculation that in '65, when Chevy started offering FM radios, there may have been an option for an FM radio in the Chevy II which still had the dash that took a radio that would fit an early Corvair. The idea is that some owners may have installed such a beast in the dash of an early Corvair at some time after the end of the '64 model year. One way or another, any FM radio in an early Corvair was probably jury-rigged for the car and not offered when new by Chevy either as a factory or dealer-installed option.
