OK, I just checked the '64 Assembly manual and it clearly shows the the bracket is part of the 3-speed backup light switch assembly and is installed by Chevy. They were instructed to drill 3/16 diameter holes in existing dimples on the RH side of tunnel.
I doubt very much that these dimples are missing on the PG or 4-speed cars, but it could be confirmed by looking next time somebody gets user there to take a look.
Anyway, nothing was welded on the car in this location, so that's not it.

Actually, since there is a code for the 4 speed, it could also be something that's added for that, rather than removed. An extra clip for the wire? I can't recall if the three speed got a shifter boot, but if specific to the four speed perhaps Fisher supplied that along with the carpet. So, PG = no hole, 3 sp = hole, 4 sp = hole + boot? Maybe black boot only for 3 sp, color key for 4?
