When the question of liability comes up. These were pre-production cars, so
there was most likely no crash testing done yet. At the very least, they
were never intended for road use. Many safety items may not be in place.
Remember, they did mention emissions were not in place, so that alone means
they are not legal to be driven on the highways. So uninsureable.
