If you're looking for 13" tires for your Corvair, there's only one current production radial I'm aware of that fits, the Maxxis 185/80-13.  The easiest place to get them from is a Corvair vendor, and the prices are competitive.  If you really want to buy tires at your local tire store, I'd call ahead and see if they can get them before driving in.

If you mean some other size let us know, and tell us where you live and what weather conditions you drive in.
