<VV> front seat belt installation

I am ready to put seat belts in my '61 Lakewood with bench seats and realized there is no place to run the center belts between the seat and the seatback to the floor.  Has anyone else come across this problem and how was it solved.  I hate to cut through the seat material, but don't see any other option at this time.  Thanks for possible solution.
