<VV> Speedo stuck at 35

When I has a similar problem (at 50 mph), it was resolved by cleaning and relubricating the the speedometer itself.

My speedometer Will not go above 35 Mph no matter how fast I go. Should I lubricate the speedometer cable at the speedo end or the transmission end?
