It's not the bulb....I put in a new one.  I tested both wires on the socket 
and they both work

Smitty says;  Using a multi meter is all very well and good but basics work 
better some time.  If you will simply take a couple foot piece of scrap wire 
and strip a half inch of insulation off of both ends.  Then press one end of 
the wire on the bumper and poke around the bulb base where it fits in the 
socket with the other end, things may go back to normal.  If so you have a 
bad ground there.  If not move. farther away from the socket and try a 
contact in a screw hole in the reflector.  ( Do not try grounding on the 
reflector itself as the annodize coating is non conductive). If things work 
normally then you will know the reflector is not making a good contact with
