<VV> Rust repair question - Lower windshield

Question for the East Coasters. I will be doing some rust repair on my 65  
Monza. Yes, California has some rust issues. It is lower windshield rust. I 
have  some replacement sheet metal parts and I am having it done 
professionally.  My question is the treatment "order" after the new area is finished. I 
don't  care about the portion just behind the windshield, the dash pad will 
pretty much  cover that. But I do want the repair to last. What treatment 
should I use  on the bare metal area underneath the windshield before adding 
the appropriate  paint?  POR15, I have heard, works best if applied to and 
converting an  already semi-rusty area. Any thoughts or recommendations on 
what  procedure to use on the bare metal. - Seth Emerson
