<VV> 61 ignition switch checking

 If I remember right there are only 3 terminals on the switch. If I remove the switch and use jumpers on the connector, can I use this as a test of the switch (the starter does not respond at all to trying to start it with the key). No changes were made to any of the wiring for a cause-effect. 
 
 I pulled the starter and it bench tests just fine as it should.
