There is nothing special about them, John.  Rather, the term is the 
result of their being a mid-year production change, a change that 
introduced the second-design manual transmission shift linkage.  The 
first design was 1961 through mid-year 1963, then the second design was 
put into production and remained in production through the end.

So people use the shorthand 1963-1/2 to refer to 1963 model year vehicle 
made after the change.
