Gee, they took out the bit out of the code that required cars from 1961-1964
to be retrofitted with seatbelts. Must have done that in the 80's
somewhere.

But Illinois did pass a law that all cars manufactured after Jan 1, 61 had
to have seat belts in order to be legally sold in Illinois. Many cars had
to have belts installed in the 61-64 model years in order to be sold as used
in Illinois. I remember us having to go to Sears to get belts for our 63
Chevy II, and Dad complaining about it, too. Might have been a Crook County
or Chicago thing, but I thought it was statewide.

What? '65 belts in front seats. '66 belts in back seat also. Prior to
'65 - no belt required so far as I know. And - we are only talking lap
belts - at least through '67. Not sure when shoulder belts became required.
