bear in mind, most original modulators don't have adjustment screws.
the good replacements do.
In terms of testing, pulling the hose from the modulator (and plugging 
the new vacuum leak)
is the easiest test you can make.
Sometimes new modulators are bad.
If pulling the hose firms up the shift, (or makes it slam) then check 
for the adjustment screw.
If pulling the hose makes no difference, then pull that modulator and 
exchange it for a good one.
(possibly there could also be a problem with the valve that the 
modulator actuates - but swap the modulator first)
Then you can check band adjustment and such.
