Actually, a better fan shouldn't consume more HP. Given the stocker is less than 20% at full speed, it's quite easy to do better.

 And a Better fan is not free!  More HP  is required...  Then you need a design 
that pumps enough at low rpm as well as high..


Our Mag Fans go to a very low efficiency at 6000  rpm... why racers run them at 
1/2 speed.....  but then they down't cool well  during caution laps...
