Ray,
As far as I know NONE of the 1964 carbs have the outside plug for the PES.  
Only 1965/66 and some few smog carbs have the PES. The plug should identify 
a  PES but to be sure, remove the carb top and fill the bowls with gas. If 
the gas  rises in the PES valve hole it does have PES.
The Roch carb book also shows the outside configuration pix of the smog  
carbs for easy identification.
