Guy,
Yes I agree with you if the Hotel did not have emergency lights or if they 
did and the did not work that can be reported to the Fire Department and 
they will issue citations.
They are supposed to have them in all area of the hotel.

 Emergency lights only have to work for  approx. 45 min.  Time to get everyone out!  The fact that didn't get Generators   is the sad aspect..
