Tell him:

2012 budget numbers 
(source - usgovernmentspending.com)

Defense - 25%
Health care 23%
Pensions 22%
Welfare 12%
Education 3%
Interest 6%


In 2011 Welfare was 13%

Of course, to hear you, he would have to remove his head from where it is now!
