IF you are sure of the carb , do not overlook the ignition system , and  
plugs. Mechanical advance could be a problem , (or do we even know the  
distributor is correct?)  huge difference in fuel use with little changes  in 
timing...(but do not allow pinging / detonation). This is a short list of  
things to check out carefully.
Last one I did here responded well to rebuilding carb AND  distributor.I 
think I went a step or 2 RICHER than stock .  I feel turbos  need / have to 
have electronic ignition of some sort when under boost  conditions.
I went to great troubles years ago demonstrating the benefits of a CD  
ignition  when boost is up. (back in the 70's).
