I second Bryan's thoughts. I have not seen a weak frame rail unless 
there was substantial missing metal.

Make sure the bolts are really holding the box tight to the rail. If the 
bolt is to long, the nut maybe stopping at the end of the threads 
instead of against washers.

Wait, cancel that, you say the frame rail is moving? Look for missing 
metal between the firewall area and the steering box mounting area. 
Maybe hidden by the fuel tank.
