Just because there is a dang valve (or orifice) there doesn't mean the 
system works like a positive ventilation system ... just something to 
keep CARB happy so they could sell Corvairs in Californ-e-a.

The real question being, since it really doesn't work, why did 
penny-pinching GM spend the money to design and implement it? Or, maybe 
it wasn't "designed", but simply "implemented"?  Were sales in CA 'that' 
important?  Well, it wasn't a road draft tube (which actually works 
better) ...

Don't get me wrong -- a properly designed and implemented PCV system is 
a boon to internal combustion engines -- improves longevity and can 
improve performance (also helps control crankcase pressure, and thus, by 
corollary, oil leaks) -- too bad GM didn't put such a system on the Corvair.

My initial post concerned the spelling of the acronym. And then, failing 
to keep my mouth shut, I posted further.

Or, maybe the question was for a different Bill?
