Hi Andy,
On the PG car just separating the trans from the differential should give you all the needed access you need. Either replacing the complete governor with a good part/nylon gear or just replacing the gear should be all that is needed. The gear is held onto the governor with a small roll pin.
I know nothing about manual transmissions.
