I bought a '63 convertible pretty much like you described in 2008. It had 48,000 miles on it. The interior was original and in fair shape. But half the paint had fallen off. It ran, but...... I drove it up on the trailer to take it home. Price? $2,000.
Since it was going to be a "daily driver", I decided to do it right. It needed and got 5 new tires, a battery, a complete reseal of the engine and diff, new brake lines and wheel cylinder kits, silicone (dot 5) brake fluid, an electronic ignition and tune-up stuff, all new fuel system rubber, new fuel pump, and stuff to drop and clean and reinstall the gas tank, and an internally regulated alternator, and halogen headlights, amonst other things. If I recall, I had over $2,500 in parts and supplies as I did all the work myself. The car was last driven in 1981.

P.S. The tires didn't look all that bad. I was hoping to get some life out of them, if possible, before having to shell out big bucks for all new tires . On the shakedown cruise one of the front tires broke a belt and changed my mind real fast. ( :
