Please keep in mind LEED is a great "green initiative" to get us away from foreign oil also, and I am perusing certification for this, as its is going to get bigger in time, and mandatory in my field of employment... but they haven't applied it to residential applications.

If it where me ??? I'd look at the type of lights installed. 

YEARS ago I work at a manufacturing facility (Smith Meter) and they upgraded to mercury vapor (I believe) and from what I heard it was the difference between evening, and noon ! Accuracy of machining went up along with production, but keep in mind the neighbors at night... install blackout curtains !
