<VV> HELP!! (garage lighting info)

I use electronic ballast 4' dual tube fluorescents. Good light, and work
well at low temps.
~$35 at Home Depot.

My blueprint shows minimal fluorescent lighting, but I want bright overheads
in there.  I know nothing of what's available.  Cost is No.  1
consideration.  I'll need good lighting over work benchs as well.
