<VV> PG problem

I've run this question before, but now I have more data to add to the
information.
Problem is the engine revs up when selector is placed in LOW.
I have now concluded that the problem is within the 140 PG itself. With the
cable correctly installed into the interior slot in the TV, and both the
linkages removed from the external Throttle Valve (TV) lever. The TV lever will
move in the direction of advancing the carb linkage.
I have the bottom pan off the PG, replaced the TV linkage inside the
transmission with no difference at all. The new TV lever moves to advance the
carb linkage just like the old one.
A check of my '69 with PG, shows NO movement of the TV lever regardless of the
position of the shift lever on the dashboard. It AIN'T supposed to move !!!
This is not a linkage adjustment problem, as it is disconnected from the
transmission. What adjustment inside the PG is possible to correct this
problem?
I just used the car on a round trip of over 400 miles this weekend and the
trans works fine as long as I do not select low.
